The behavior corresponds to the designed and documented behavior for creating a project template. Project templates are a special type of project package. In the help topic 'Share a project package' (https://pro.arcgis.com/en/pro-app/latest/help/sharing/overview/project-package.htm), the table describes how the project's contents are handled. In the Data Connections row, both the 'Share inside organization' and 'Share outside of organization' columns indicate that the project's default geodatabase will be copied to the resulting package or template: "Copy the project default.gdb".再現の手順
