When clipping layers via map properties, the point layers that fall under the polygon boundary are clipped to half.

This is expected behavior. Clipping layers in the map properties always act on the drawing, including symbols that lie inside and outside of the clipped boundary. To clip features and preserve parts of the symbol that go outside the border of the boundary, use the Clip geoprocessing tool.再現の手順
