不具合
When adding ArcGIS Online Route and Geocode services as items to Portal for ArcGIS 10.3.1, the Portal site's internal processes makes IP requests to those services. In environments where fully qualified domain name (FQDN) requests are required, the IP requests fails, and the services cannot be added to or used in Portal.
