不具合
When adding an elevation layer using a URL to ArcGIS Online as an item, the Elevation 3D Layer type is not added for services with the Limited Error Raster Compression (LERC) format, and the item shows up as an imagery layer.

対処法
Add 'Elevation 3D Layer' to the 'typeKeywords' in the JSON of the item using ArcGIS Online Assistant.
Be advised that ArcGIS Online Assistant is not a supported Esri product.
