When a survey's sharing settings are updated to allow for public submission, the survey's hosted feature layer becomes inaccessible to the layer owner in Map Viewer and ArcGIS Dashboards.

This is a duplicate of BUG-000148361.対処法
A view layer of the hosted feature layer does not cause the same issues and can be used in ArcGIS Dashboards, which is recommended for sharing survey results. However, the owner is still not able to open the original hosted feature layer in Map Viewer.
