不具合
When a member of an organization views a Story Map Journal or Story Map Series with the User privileges, there are status indicators with 'No issues detected' and 'Story not shared' shown on the story map.

This is an expected behavior. When users (with User role) is a member of any group with 'access and update' capabilities, the users are able to update items even if that is above their role privileges. http://doc.arcgis.com/en/arcgis-online/share-maps/create-groups.htm "Choosing All items (group membership is limited to the organization) enables the item update capability on the group. Only members with level 2 accounts in the same organization can belong to a group with this capability enabled, and these members can update the items regardless of their privileges."再現の手順
