Web maps containing services published with Server 9.3.1 in which the SOAP and REST endpoints are not configured to use the same URL cannot be opened successfully in ArcMap 10 (including 10.0 Service Pack 1 and 10.1) or ArcGIS Explorer 1500. (Web maps containing services published with Server 10.0 with the same configuration issue can't be opened in ArcGIS 10.0 but can be opened in 10.0 SP1 and 10.1 and ArcGIS Explorer 1500, which all contain a fix for this issue that only works against 10.0 services or more recent)
