Closed as Known Limit. ArcGIS Server Manager does not support the fine-grained privileges assigned to custom roles created within the Enterprise portal. Instead, ArcGIS Server Manager simply recognizes users as either an administrator or a publisher. In the case associated with this defect, the user has a publisher privilege, so ArcGIS Server Manager allows the user to login as a publisher. Fine-grained privileges are supported in the Enterprise portal and fine-grained administrative privileges are supported in the ArcGIS Server Administrator Directory web application.再現の手順
