Esri focuses its development efforts on the current generation of the ArcGIS StoryMaps products and has previously announced that the classic storytelling templates, which are currently in extended support, will be moved to mature support in October 2023.
As a result of this direction, the development team no longer considers enhancements to the classic templates and only considers critical-priority bug fixes.
This issue is either an enhancement or a bug that is not classified as critical, so the development team does not plan to address it in the classic Esri Story Maps templates.
ArcGIS StoryMaps is developed with modern technology and design patterns and the benefit of years of feedback received from the storytelling community about Esri’s classic storytelling templates. Although some issues and enhancements are never implemented in the classic templates, many of these are incorporated into ArcGIS StoryMaps or are being considered for future updates to ArcGIS StoryMaps.

対処法
Option 1:
Create an Esri Story Map Shortlist app using a default basemap.
Configure the story and click Save.
On the web app that the story refers to, add a layer as a basemap from the ArcGIS Living Atlas and save as a web map.
Refresh the story to view the non-default basemap.
Option 2:
Add the desired basemap as a layer.
Increase the transparency of the default basemap to 100%.
