As of version 10.1, the Server Manager application built on the .NET Web ADF technology is no longer being developed or having issues fixed.対処法
1. Create a local group on the server hosting ArcGIS Server2. Add the domain group containing the desired users to the local group on the ArcGIS Server system3. In ArcGIS Server Manager > Services > [Security Configuration], grant the local group in step 1 above rights to the desired services/folders.再現の手順
