参考情報
This is an expected behavior when working with ArcGIS Server feature services that are not shared publicly or are secured services. The packaging servers cannot access these types of services to generate the offline map areas. This is not unique to constructing map areas using the ArcGIS Field Maps web application but with ArcGIS Online as well. Refer to https://doc.arcgis.com/en/arcgis-online/manage-data/take-maps-offline.htm and the note under 'Create, edit, and manage map areas' about: "You also cannot create a map area if your web map contains a secure public feature service from an ArcGIS Server site."再現の手順
