Although this is & will remained closed as 'Will not address', that is because the implementation of this capability does not possess a UI option within ArcGIS Pro, despite being able to be accomplished through System Environment Variables.

ENH-000135424 - Requesting functionality within ArcGIS Pro project options to set the output temp file path rather than using the default path.
Starting in ArcGIS Pro 3.1, we have implemented the ability to perform this temporary path storage redirection via System Environment Variables within Windows, with the re-introduction of the Environment Variable ARCTMPDIR. ArcGIS Pro versions 3.0 & earlier does not possess this capability; ArcGIS Pro versions 3.1 & later will be the only client versions that will acknowledge this environment variable.

In order to place the raster proxy files on the D drive, (or another location outside of C), open the environment variables and edit the TMP location to a folder of choice. ArcGIS Pro respects this setting. The one issue with this is that any other application using the TMP environment variable also uses the same temporary location for their files.To open the environment variable, navigate to Control Panel > System > Advanced system settings > Advanced > Environment Variables. For the TMP variable, change the value to the location where users would like ArcGIS Pro to add the temporary files.
