This issue will not be addressed in a future release because this software is deprecated.対処法
Two workarounds found:1. Disable security for the web application through ArcGIS Server Manager but leave Integrated Windows Authentication enabled in IIS. This will prompt for a username and password and will accept it. Any security updates for the web application would need to be handled within IIS.2. Create a new Windows group and add the users to that group. When the web application is secured with this new group, users will be able to login and access it successfully.再現の手順
