Unable to retrieve the travel modes for a network analysis layer from the ArcGIS REST Services Directory when the Portal for ArcGIS travel mode capability is enabled in ArcGIS Server.

When Portal Travel Modes is turned on in a Network Analysis enabled map service, the retrieveTravelModes operation ends up calling GetTravelModes which tries to get travel modes from the portal. Since the anonymous access to the portal is disabled, GetTravelModes is not able to retrieve travel modes from the portal without a token. To get this working, here are a few things to do: 1. Share the NetworkAnalysis Map Image Layer and the NetworkAnalysis Network Analysis Service in your content publicly. 2. Share the NetworkAnalysisUtilities tool in your content publicly. 3.
