The RESTful template parameters are in camelCase. Switching to PascalCase as indicated in the WMTS specification documentation resolves the issue in ArcGIS Pro and ArcMap. For instance, instead of using https://tile.sf.gov/api/tiles/p2009_rgb15cm/{tileMatrix}/{tileCol}/{tileRow}, use https://tile.sf.gov/api/tiles/p2009_rgb15cm/{TileMatrix}/{TileCol}/{TileRow}.再現の手順
