The issue appears to be related to the KML referencing the nested KML services:
- When opening the KML in a text editor, it references another KML that contains several layers. For example, refer to the following: https://egnos-user-support.essp-sas.eu/new_egnos_ops/sites/all/data/UPCM/GE_EgnosServer.kml
- Using the names in this file provides direct URLs to the selected layers. For example, refer to the following: https://egnos-user-support.essp-sas.eu/new_egnos_ops/sites/all/data/UPCM/GE_Coverage.kml
These KML services can be read in ArcGIS Online Map Viewer.
