対処法

After launching the WebApp in the Android device:

Click the Edit widget.
Select the feature to be moved and close the attribute pop-up.
Hold the point (feature) with a finger and hold the base map with other two fingers to put the basemap intact.
Try to move the feature.

Now the feature moves as per interest, as the base map is intact.Here is the video link of the workaround.
