The export functionality of Survey123/AGO uses capabilities of the Hosted Feature Data Store. It will not work with ArcGIS Server services. If you are unable to export from the Overview page in your Portal, than the Survey123 website will also be unable to export. This is a known limitation of ArcGIS Server services.再現の手順
