This issue is not reproducible in ArcGIS Online. If the issue occurs, contact Esri Support Services as additional information is required for further investigation.対処法
Two workarounds:
- Change the item ownership directly from the Content page, as it was a bulk change owner operation.
- Publish the SD file to a subscription not created on the European region.
