When overwriting a feature layer, it is required to use the same file type as the source file. For feature layers published from ArcGIS Pro, this is a service definition file. To automate this workflow, the ArcPy’s FeatureSharingDraft class can be used to create a service definition draft file and allows time zone properties to be set.
