Time zone configured at the service level (UpdateDefiniton) is not reflected when editing the ArcGIS Pro feature service.

対処法
- Save the edits, and remove the feature service from the Contents pane.
- Re-add the same feature service to the Contents pane.
- Open the attribute table. The new feature created in the point layer is now displaying the date-time values in the preferred time zone.
