This issue was submitted for the 10.0 ArcGIS Server on Amazon architecture, that is no longer being developed.対処法
Install a picture viewing application (such as IrfanView) and set it as the default application for opening JPEG and TIF images. When the attachment is opened via ArcMap the pictures will open in the specified application.再現の手順
