In ArcGIS Pro, an item's thumbnail is typically stored within its metadata. However, package-style data formats often include designated locations within the package for storing metadata, and there may also be a separate location for a thumbnail, in addition to the one embedded in the metadata that describes the data delivered by the package.
For items that represent a data package, ArcGIS Pro only displays metadata stored inside the package that describes the included data. The application does not allow the creation of external metadata files for packages, as this would result in duplication or inconsistency with the metadata provided within the package.
Beginning with ArcGIS Pro 3.3, the metadata editor cannot be used to create metadata for files that represent a type of data package, since it is not possible to store that information within the package without modifying its contents. To update metadata, the data must be repackaged. As a result, previously documented steps for reproducing the issue are no longer supported and cannot be used to create metadata or provide a thumbnail for tile packages. The ability to edit metadata for such files was, in effect, a bug at the time the original steps were written.
For tile packages including TPK, TPKX, and VTPK formats, the data structure does not contain an internal location for storing metadata that describes the data. Therefore, metadata and thumbnails cannot be embedded at the time the tile package is created.
In ArcGIS Online and ArcGIS Enterprise portals, metadata is stored externally as part of the information indexed and managed by the portal. These environments support the creation of external metadata and thumbnails for tile packages. However, metadata for tile package files accessed directly from ArcGIS Pro cannot currently be defined or viewed.
Accordingly, this issue is being closed as a known limitation. Metadata capabilities for tile packages are not available in ArcGIS Pro, and the workflow previously used to reproduce the problem is no longer applicable as of version 3.3.
