Sharing tools with new parameters, even if optional, is not supported if publishing to older versions of ArcGIS Enterprise. Those older versions of ArcGIS Enterprise have no knowledge of these new tools or the new parameters of an existing tool; hence, running them results in errors.対処法
Please follow the explanation and suggestions in the error message. Either mark the new parameters (Report_Item_ID and Report_Template) as constants or add the tool to a model and script and expose only existing parameters.
