When zooming in on a map, sometimes the map API loads tiles that are several levels smaller, for fewer requests to be sent to ensure that the map is not blank. Then the current level of tiles are loaded, making the map gradually clearer. This is similar to loading a large image, where the browser first loads a smaller, blurred image to depict the general outline of the image and then loads the larger, original image clearly.
