This issue is not reproducible in ArcGIS Pro 3.1 alpha 3 and will be resolved in ArcGIS Pro 3.1.対処法
In the python script, remove the LatitudeOfOrigin, LongitudeOfOrigin, and metersPerUni in sr_Attributes from the python code to upgrade the parcel fabric successfully.
