This is how legends are designed to show the symbology is coming from a polygon layer.対処法
Publish the data from ArcGIS Pro without the symbology set and choose from the Styles in Map Viewer or Map Viewer Classic.
This displays as below; the numbers are not following the shape, but the shape is still there, which is not ideal.
