Modified the symbology approach in ArcGIS Online:

1. Use only one numeric field instead of two.
2. Apply the 'Counts and Amounts (size)' style instead of 'Types and Size.'
3. After saving the map and importing it into ArcGIS Pro, the symbols displayed correctly and did not overlap or shift.
