This issue is a known limitation of the version because the data is always displayed in the viewing device's time zone in Map Viewer. In ArcGIS Enterprise 11.3, support for setting the time zone of the web map is introduced, and the issue no longer occurs. It is recommended to upgrade to one of the recent releases of ArcGIS Enterprise.再現の手順
