対処法
- Create tile package from ArcGIS Pro (Tested with ArcGIS Enterprise 10.9.1 and ArcGIS Pro 2.9.3).

- Publish the .tpk to ArcGIS Enterprise 10.9.1 as hosted tile or elevation layer.
