参考情報

If a user sets the permissions of a feature service to "Editors can’t see any features, even those they add" then no apps can query the service - even if the data owner is signed in to them. Essentially this permission setting disables all queries against the feature service. It is recommend that owners apply permissions to the feature service view and not the feature service as a workaround.
