The sample utilizes embed by code, and the behavior is as expected. If downloading is expected, please use embed by URL. After the security patch, sandbox="allow-downloads" will not be recognized in embed by code mode. However, this case can be easily achieved using embed by URL of the ArcGIS Web AppBuilder app.対処法
Use embed by URL with the ArcGIS Web AppBuilder URL, and the download works fine.
