対処法
The button will be enabled if we open any MXD or MXT file by double clicking on them. For example: In windows explorer go to path <a href="file:C:/Program" target="_blank">C:\Program</a> Files\ArcGIS\Bin\Templates\USA and open the USACounties.mxt by double clicking.再現の手順
