不具合
The sample code provided in ArcGIS/DeveloperKit9.4/Samples/ArcObjectsNET/ControlsCommandsPanZoo mCommands (both C# and VB.NET) compiles fine; however, the Pan tool does not work (other tools work fine).

There is an error in this sample. It uses IAppDisplay, which is a desktop only interface and this is an Engine sample. Remove IAppDisplay out of the picture and the sample will work correctly.再現の手順
