対処法
Extract the contents of the vector tile package, and upload the root.JSON file manually to the portal item using the 'Add Resources' operation in the portal REST API. Navigate to the portal's REST or Sharing API page, and go to Content > portal > ItemID > Add Resources.再現の手順
