Attribute actions are fired first when the feature's geometry is edited. So when modifying a vertex, it fires the attribute actions first and refreshes the feature and its attribute inspector. That is why the vertex Delete option is only displayed for a short time.

対処法

The recommended workflow is to enable the option to 'Show Attribute Actions update button' in General Settings > Actions Settings. This allows the user to control when they want the attribute actions to fire. The actions can be turned off during a long geometry edit session, then enabled again to populate the new attribute action results.
