This is fixed in ArcGIS Enterprise 11.1.対処法
- Revert to Portal for ArcGIS 10.6.1 or previous versions.
- Delete the Navigation Maps portal group since ownership cannot be changed to esri_nav.
- Complete the upgrade successfully and create a new group in the new version.
