The Plan Routes tool in Portal for ArcGIS fails with an error, "Input route data file is not a valid zip file." when ‘Include route layers’ is checked, if hosting server does not have internet access, and Portal for ArcGIS is configured with ArcGIS Online network utility services

If the routing utility services are configured to be from ArcGIS Online, the hosting server must have internet access when the option to include route layer is selected. The workaround is to publish all the routing services on the hosting or any other server with the Portal for ArcGIS. Do not use ArcGIS Online services for routing.対処法
