不具合
The PictureMarkerSymbol() function fails to load from a local image server for sublayers within the MapImageLayer() function in ArcGIS API for Javascript.

参考情報
This is a known limitation. MapImageLayer() functions are processed on the server side. The ArcGIS Server needs to be able to access the URL to the PictureMarkSymbol() function in order to display it in the exported map image.対処法
Use https://static.arcgis.com/images for the MapImageLayer() function, set the symbol at the map service side, or use a FeatureLayer.
