The Windows Operations Dashboard has a limitation of not supporting standardized queries (i.e. not sending the 'timestamp' keyword for time-based queries). Note that the product is now in a mature phase, and there is no plan to provide further patches or hot fixes. Users are encouraged to move to the new web-based Operations Dashboard https://www.arcgis.com/apps/opsdashboard/
