This is not an issue with the Near Me widget; it is an Android issue. In versions prior to Android 8, the keyboard pushes up everything on the screen when it is called by tapping in a text box. This means that when the keyboard is open, the screen dimensions for WAB are wider than they are tall, so widgets (all widgets, not just Near Me) take on the desktop-style view where the panel is on the side. On iOS, and apparently on Android starting at Android 8, the keyboard appears over the other screen content so the UI layout does not change as much when the keyboard is called.
