The Maplex Label Engine feature weight option returns different results in ArcGIS Desktop 10.3 and 10.2.

With each release of the software, the placement of the labels is improved using the Standard Label Engine and Maplex Label Engine. Due to these improvements, the placement of labels is not exactly the same between releases. The most recent release will have better placement. The placement in ArcGIS Desktop 10.2 to 10.8 only shows a slight difference. If the exact same placement is required between releases, convert the labels to annotation. These annotation feature classes are static and do not change between releases.対処法
Reconfigure the Maplex Label Engine rules to force the data to display as expected.
