不具合
The Manage Tile Cache tool creates empty levels of scale in ArcGIS Pro 3.1.x. The folders of each level are created, but some folders are empty resulting in no data displayed at some scale levels.

対処法
Use ArcMap 10.8.1 and 10.8.2. The tile cache is created successfully and all the scale levels are displayed.
