This is a known limitation. In the Portal for ArcGIS, click Organization > Settings > Utility Services. Click Edit (pencil icon) on the print template in the question and enable print legend.対処法
Disable the fixed frame option in the print template or use the Web AppBuilder for ArcGIS application or other application for printing.再現の手順
