This issue is not reproducible in ArcGIS Online. If the issue persists, contact Esri Support Services as additional information is required for further investigation.対処法
Set the transparency on the symbology itself, not the layer:
As shown in the attached figures, 2 to 4.
Another workaround if transparency at layer level is needed, and if a web app is feasible instead of using the web map, is to add the web map to a simple web app template (such as the Minimalistic template).
