This is a documentation issue. Vehicle routing problem service only solves with a time-based impedance, so only time-based attribute can be specified for the impedance parameter. The fix to this documentation is in the product plan. Use a time-based attribute (TravelTime, Minutes, TruckTravelTime, TruckMinutes, or WalkTime) for the impedance parameter.再現の手順
