This issue is addressed in ArcGIS Pro 3.1. When two or more users edit the same service and attribute rules with getUser, the operation might return user information for the wrong user. This is fixed in ArcGIS Enterprise 11.1 and will be ported back to 10.9.1 Patch 5.再現の手順
