The URL response for this specific dataset is returning an encoding of ISO-8559-15. This is likely an issue with the URL response header; it should be ISO-8859-15. ISO-8559-15 is not a valid encoding (reference: https://docs.oracle.com/javase/8/docs/technotes/guides/intl/encoding.doc.html). The GeoJSON/JSON specification states that the file should use an encoding of utf-8, utf-16, or utf-32 (reference: https://www.rfc-editor.org/rfc/rfc7159#section-8.1). Data Pipelines abides by this spec, and it is encouraged to only use GeoJSON or JSON files with these encodings.

Suggested workarounds: 

• Address the encoding issue with the source URL and/or use a URL with a supported encoding as noted above.
• Use the downloaded file instead of the URL.
