This issue may be addressed by publishing a custom print service with the title block of the layout template edited to use a font that supports Unicode characters. The default print templates are located at \\\\arcgis\server\Templates\ExportWebMapTemplates. Copy and update these templates, and use the templates in a custom print service. 対処法
