The error message "ORA-06522: libclntshcore.so.19.1: cannot open shared object file: No such file or directory" is returned when configuring ST_Geometry using the ArcGIS Pro 2.8.x ST_Geometry library in Oracle 12.1.0.2 on the Linux OS.
